East Riding Council could face having to repeat its £71m savings drive over the last four years.
Council leader Councillor Stephen Parnaby said current estimates for the next four years suggest the authority will need to save another £70m between now and 2018 because of Government funding cuts.
He said: "We are fundamentally reviewing the way services are delivered through our business transformation programme.
"We are engaging and challenging staff to improve service delivery and transform services while reducing costs."
The council is looking at sharing some services with Scarborough Borough Council.
