He has now been banned from keeping dogs after police raided the property in Ladyside Close, Bransholme, and found Zeus inside.
RSPCA Inspector Hannah Bryer said: "The floor was littered with urine and excrement.
"Rubbish was strewn around the flat, including plastics, tins and cigarette butts. There was no food or water for the dog.
"Shortly after we attended, Zeus began vomiting, regurgitating plastic wrappers and rubbish that he had eaten."
When Jones, 21, arrived at the house he was threatening and abusive towards RSPCA staff and police and was arrested.
He said he had been staying away from the flat because there was no gas or electricity, but had left Zeus inside.
Images released by the RSPCA show his living room scattered with rubbish, including beer cans, aerosols and cigarette butts.
In the corner of the room, there is a water cooler sprayed with graffiti.
Another image shows a bed covered in clothes in a room with no carpets.
Jones had previously been warned by the RSPCA about the condition of the flat.
Miss Bryer said: "Mr Jones had previously acted upon advice given to him and he improved the standard of care he provided for Zeus.
"Sadly, this case demonstrates that, despite this, Jones was incapable of sustaining the level of care and before long the situation deteriorated.
"Providing a suitable living environment for your pet is one of their basic needs and it should not be ignored as the consequences can have a serious impact on their welfare. Thankfully, after a few days at the vets, Zeus was OK and back to his normal self."
After the raid, Jones refused to sign over Zeus to the RSPCA, despite his landlord confirming he was not allowed a dog in the property.
Jones did not attend for his trial at Hull Magistrates' Court and was found guilty in his absence of failing to provide Zeus with a suitable living environment.
He was later arrested and brought back to court, where he was banned from keeping dogs for five years, given a 12-month conditional discharge and ordered to pay £250 costs and a victim surcharge of £15.
He was also deprived of ownership of Zeus, who is now at the RSPCA animal centre in Clough Road, where staff are trying to find him a new home.
Miss Bryer said: "He is a lovely, friendly dog who is now looking for a new home and a chance to start his life again."
