Ban on drinking alcohol in public planned for Hessle Road area of Hull

A BAN on drinking alcohol in public areas could be introduced around Hessle Road.

Newington and St Andrew's ward councillors are concerned the drinking ban already in place for the city centre is pushing the problem into west Hull.

Ward councillor Daren Hale feels new control orders, which can address a number of antisocial behaviour issues, could tackle the problem.

But there have been delays in implementing new regulations because the designated public place orders are being replaced with new Public Spaces Protection Orders under the Antisocial Behaviour, Crime and Policing Act 2014.

Councillor Hale said: "We are still looking to tackle this issue, as drinking in public places remains a stubborn problem.

"There are groups of young men gathering in areas like the fountain in the Boulevard.

"This is causing concern for women and children, as the drinking is taking places at all hours of the day."

Similar regulations are already in place in the Myton ward, which Cllr Hale believes is exacerbating the problem for Newington and St Andrew's.

He said: "These orders are in place for the whole of the Myton ward.

"We understand the reasons why, as there are a large number of hostels in that area.

"But that has caused a pro- blem for us in the Newington and St Andrew's wards.

"It is affecting businesses in the area, as a lot of people are put off by people drinking alcohol in the street or other public places.

"We are looking to extend that, but there have been delays because the orders are being replaced."

Cllr Hale said there have been problems with people drinking in the street on days when Hull City and Hull FC have home matches at the KC Stadium.

He said: "There is a particular problem during match days, as some people are taking a different route through our wards to get to the stadium because they know they can drink on the way.

"As soon as you turn off Anlaby Road, you can drink in public.

"We have been heavily pushing for this order, but we are waiting for the new legislation to be put in place.

"These new control orders are easier to get, but they only last three years."

Humberside Police is also backing the drinking ban.

Inspector Craig Mattinson, of the Riverside neighbourhood policing team, said: "Naturally, we support the introduction of these orders in Newington and St Andrew's.

"We have had a number of conversations with Hull City Council about this.

"We have had a parti- cular problem with street drinkers.

"It would be used mainly to prevent people drinking alcohol in parks where families and young children are present.

"It will also help reduce antisocial behaviour linked to drinking alcohol.

"Any such ban would certainly assist us."
