NHS could bin staff vending machines in 'Forward View' weight-loss drive

VENDING machines selling unhealthy snacks could to be removed from staff areas at hospitals, health centres and clinics.

Fat and calorie-ladened snacks could be removed from NHS workplaces and night shift staff will have access to healthy meals to tackle the looming obesity crisis.

Volunteers caring for the elderly could see their council tax bills slashed by £200 and businesses would be given tax incentives to introduce weight loss and active travel schemes for workers.

The proposals are part of a Five-Year Forward View unveiled by NHS England's chief executive Simon Stevens yesterday.

Mr Stevens said the NHS was facing a £30bn funding gap by 2020-21 and an additional £8bn was needed over the course of the next parliament to ensure the NHS can flourish.

Emma Latimer, Hull Clinical Commissioning Group (CCG) chief officer, said: "I am pleased many of its recommendations reflect our own priorities as a CCG and the vision of public services working together as a single system by 2020.

"These include the new models of care we are developing with patients at the centre, and the focus on the future health and wellbeing of children by reducing obesity and encouraging healthier behaviour and lifestyles.

"We also support the proposals around building a healthier workforce in the NHS, so we lead by example."

Karen Ellis, of East Riding CCG, said: "We feel NHS England's five-year plan reflects our own plan and the direction of travel outlined in it."

Mr Stevens said the health service needed to "change substantially".

He said: "The NHS is now at a crossroads – as a country, we need to decide which way to go.

"To secure the future that we know is possible, the NHS needs to change substantially, and we need the support of future governments and other partners to do so."

Mr Stevens called for action over the "root causes of ill health" with hard-hitting action on obesity, alcohol and other major health risks.

He said more powers should be given to councils "to go further and faster" on decisions about alcohol, tobacco and fast food outlets.

Patients should be given more control over their care, with new support for carers and volunteers, including council tax discounts for volunteers taking roles in social care of the elderly and vulnerable in their communities.

Forward View proposes raft of changes

HOW the NHS would change under Forward View:

• GP practices would work as single organisations to replace services traditionally provided in hospital.

• New organisations could provide GP and hospital services together with mental health, community and social care.

• Urgent care networks working seven days a week.

• Sustaining hospitals would provide affordable, clinical solutions supported by commissioners, including Hull City and East Riding Councils and the two Clinical Commissioning Groups in Hull and the East Riding.

• There would be more options for women to give birth away from traditional hospital settings by making it easier for groups of midwives to set up NHS-funded midwifery services.

• It would provide more health and rehabilitation services in care homes instead of hospitals.

• There could be new ways to support carers and encourage people to volunteer by using, for example, council tax reductions as incentives.
