Bowen, 17, has signed a three-year deal with the Tigers this summer, rejecting the advances of Premier League rivals West Brom and Championship outfit Wolves.
The forward made a name for himself during the closing weeks of last season when scoring his first senior goal to help Hereford escape relegation in the Conference.
A final-day survival proved to be in vain as the Bulls' financial misery saw them expelled from the Conference last month and a failure to pay players' wages saw Bowen able to depart on a free transfer.
Pennock is delighted to see Bowen join City's under-18s ranks for the new season and hopes his raw talents can be honed in East Yorkshire.
"Jarrod showed glimpses of what he's capable of last year, he took to Conference football well," said Pennock.
"It's a physical league but that didn't trouble him. He can play out wide, he can play in the hole, he's got a good left foot and he's got a trick in him as well.
"He's not played a lot of academy football so he's rough, ready and a little bit raw, but that innocence he brings is no bad thing.
"He's a boy who is 100 per cent committed and he's excited by this challenge. I'm sure he'll do well here."
Pennock's past ensured he was well aware of Bowen's ability.
He added: "I've known about Jarrod for some time. Peter Beadle, the youth team coach at Hereford, was my manager at Newport County so I'd always keep in touch.
"Hereford had a good under-18s side last year and reached the fifth round of the FA Youth Cup before losing to Manchester City.
"It was back in February that they had to disband the youth set-up there and put the word out to clubs that they'd be letting a number of boys go.
"It was then that Jarrod actually got his chance in the first team with a few players leaving and I saw him play against Alfreton on Easter Monday. He scored and he was probably unlucky not to get one or two more."
Bowen is currently away with City's under-18s and will also be part of an under-21s group that heads to Alicante, Spain for two friendly games later this month.
The teenager could have been joined by former Bristol Rovers starlet Alefe Santos, who opted instead to join Derby County last week, but City will continue to scour the country in search of promising new recruits at under-21s level.
"We weren't the only ones interested in Jarrod," added Pennock. "There was a number of clubs with Category One academies.
"But when he came up to meet with Steve Bruce and had a look around, we managed to persuade him to join us."
