The 35-year-old has been appointed until the end of the campaign following last week's departure of Craig Sandercock after nearly three seasons at the helm.
Chester ended his playing days with Rovers in 2008 before moving into an assistant coach's position with both Sandercock and his predecessor Justin Morgan.
With a comprehensive 40-10 win on his coaching debut against Super League leaders St Helens at the KC Lightstream Stadium, Chester's tenure got off to the perfect start.
"I wouldn't say Chris has got to make the play-offs to keep the job," Hudgell said.
"There is a massive gulf between assistant and head coach. Our last two head coaches it was more or less their first gig and this is Chris' first gig."
Sandercock had been offered a new deal in April, but the contract remained unsigned.
Hudgell admits it was a tough decision to end the Aussie's reign, but it was a decision he felt was right for the club.
And the KR chairman believes Chester has the credentials to succeed, despite his lack of experience.
He insisted Rovers are not actively seeking other candidates at the moment.
"Chris is very well thought of within the club and the game," added Hudgell.
"He has been in the system as assistant to Justin, assistant to Craig and he is now in the box seat. We are not going out trawling for a new coach.
"We will review our options in the hope, and maybe the expectation, Chris will earn a long-term deal over the next few weeks.
"We have got to see whether Chris is made of the right mettle to do the job.
"We think he is and it's all about timing and we have been grooming and developing him to take that job maybe sooner than we anticipated. But rather like players and young kids, unless you give them a chance you don't know if they can cut it."
Since the news of Sandercock's exit broke, the club have been contacted by a number of coaches with eyes on the vacancy.
"There has been plenty of interest," Hudgell said.
"There aren't many jobs and there are two less teams in Super League next year.
"There are a lot of people throwing their hat into the ring.
"That's fine, but at the moment our focus is on trying to support Chris.
"I will be disappointed if at the end of the process, he isn't offered a long-term deal."
