The Mexico centre-half, who is expected to play against the Netherlands in their Round of 16 game at 5pm today, is also wanted by Sunderland and Marseille.
However, the Daily Star – following up on the Sun's story from last week – reports the Tigers are favourite to land Moreno, even though Espanyol want over £8m.
Moreno, 26, rejected a January move to Russia and apparently wants to ply his trade in the Premier League.
Moreno, who was a target of both Cardiff and Swansea last summer, has played in every game for Mexico in the World Cup.
One of Steve Bruce's priorities is strengthening his back line. And after he failed in a bid to bring Joleon Lescott from Manchester City and no deal secured with Tottenham for Michael Dawson, Moreno may offer him a high-profile and experienced alternative.Right-back Alan Hutton interesting Bruce?
STEVE Bruce is also said to be tracking Aston Villa right-back Alan Hutton, according to the Sunday People.
The 29-year-old still has a year left on his contract at Villa Park, but the former Rangers and Spurs man has long been out of favour with boss Paul Lambert.
Bruce knows all about Hutton, having taken him on loan from Tottenham when he was boss at Sunderland. That might suit Villa.
According to the Sunday People, Lambert has been handed a kitty of just £10m – including wages and transfer fees by owner Randy Lerner.
Lambert wanted to add Joleon Lescott, Lewis Holtby and Javier Hernandez to his ranks, but their wage demands proved beyond Villa's budget.

WINGER Cameron Stewart could yet be thrown a Premier League lifeline – by Leicester City.
A deal had been in place for Leeds United to sign Stewart on a three-year deal from Hull City this summer.
However, reports have suggested that new owner Massimo Cellino has started having second thoughts.
After signing on-loan with a view to a permanent deal in January, the winger struggled to have any kind of impact at Elland Road.
However, the Sunday People are today suggesting Nigel Pearson, who signed Stewart while boss at the Tigers, could be interested – if Leeds dump the 23-year-old.Fraizer Campbell's Premier prospects looking brighter
Former Hull City loanee Fraizer Campbell is on Crystal Palace's radar, according to the Sunday Mirror.
The 26-year-old will forever be remembered for setting up Dean Windass' Wembley winner as the Tigers earned promotion to the Premier League in 2008.
He scored six league goals but could not prevent Cardiff City being relegated last season.
Nigel Pearson's newly-promoted Leicester City have already activated a near £1m release clause in Campbell's contract.
However, they apparently face competition from Tony Pulis at Selhurst Park.
