A series of local panels are being set up to help police and crime commissioner Matthew Grove create his first police and crime plan.
Separate panels will be formed in each of the four local authority areas which make up the Humberside Police area, including Hull and the East Riding.
Each panel will be made up of between eight and 12 members of the public, who will be asked what they would like to see prioritised.
A report produced by Kevin Sharp, chief executive of the commissioner's office, says: "This will ensure public involvement in the planning process and test their reaction to key manifesto promises.
"The biggest risk involved is that public opinion may vary significantly from the draft priorities.
"However, those attending the panels can be seen as critical friends and given the opportunity to provide ideas on how best to present the priorities and develop them to better reflect local need."
The panels are expected to be held in January ahead of the publication of the five-year plan in March.
Participants will receive expenses of £20 and will be recruited from the former police authority's citizens panel, which has thousands of members.
