A TRAVELLER site on the edge of Cottingham could increase in size by more than half.
The Eppleworth Road site already houses 20 pitches.
Under East Riding Council proposals another 13 could be built.
The council's draft local plan, which will be put out for consultation at the end of January, identifies a need for more travellers' homes near the village.
John Craig, council forward planning and housing strategy manager, said: "These are proposals at this stage. This is an extensive consultation exercise.
"All parish and town councils will be consulted and we will have a whole series of events and public meetings."
If they go ahead, the new pitches will cater for travellers already based in the East Riding. They are not intended to encourage others into the area.
Mr Craig said: "We're required by national government policy to identify the needs of this community and then meet their needs.
"More accommodation tends to be needed near adjacent sites. We need to find an additional 23 pitches and some need to be in the Cottingham and Beverley area."
Last year, permission was granted for a £1.2m facelift at the Eppleworth Road site.
It doubled in size to 20 homes.
Cottingham Parish Council's planning committee only learnt of the proposals in a Civic Society meeting earlier this month.
The matter was raised at their last meeting on Tuesday, December 12.
Councillors "were concerned" by the plans, the meeting's minutes said.
Councillor Geraldine Mathieson, who represents Cottingham North ward, said: "I'm fairly sure the people of Cottingham are not going to be happy.
"To add more caravans doesn't leave room for expansion for the existing community longer-term.
"There's certainly no funding available at the moment so it's not going to happen in the next year or so."
Councillor Ros Jump, who also represents Cottingham North, was worried families might feel unfairly treated by the council.
She said: "I think the residents will feel they were hoodwinked by the officers into accepting the refurbishment without realising there were strings attached."
"Perhaps communications could have been better."
The consultation will start on Monday, January 28.
