Motorists heading out of Hull were warned of heavy traffic on the A63 this evening.
The Highways Agency reported delays of at least 15 minutes as queueing traffic was reported between St Andrew's Quay and Priory Park.
However, a broken-down vehicle appeared to be the primary cause of the jams - and not the Humber Bridge tolls upgrade that had caused traffic chaos this morning.
Roads to the bridge were clogged earlier today as work on the toll booths began.
A 15-month programme of works at the bridge will see ticket machines introduced allowing customers to pay more quickly.
The work meant only two toll booths were open this morning, causing tailbacks as far as Willerby and Barton-on-Humber on the south bank.
The bridge board made an emergency call to traffic management contractors to clear the backlog.And traffic crossing the bridge returned to normal this afternoon after bridge bosses opened two more toll booths.
Bridgemaster Peter Hill said the extra booths would be up and running for the evening's rush-hour.
Twitter users expressed their frustration at this morning's delays.
Steve Clark wrote: "Great start to the day one hour to do six miles to get over Humber Bridge. Why choose today to start work?"
Other users reported delays crossing the bridge of between half-an-hour and 45 minutes.
