A FED-UP west Hull resident is threatening to dump his rubbish at the Guildhall because the local authority has repeatedly failed to empty his bin.
Mike Opie lives at the corner of Walton Street and Spring Bank West in a cottage that was a business until last year.
Despite making about 15 calls to explain the property is now residential, his bin is still being emptied only intermittently.
Self-employed Mr Opie, 49, said: "It is now four weeks since my bin was last collected.
"It is full and I have four other bags. It has attracted vermin and just the other night there were two rats looking at me.
"The change to fortnightly collections is making it worse.
"I have been battling with the council for six months and the records seem to revert back to it being a business property."
The appearance of rats outside his home has left Mr Opie worried about the current situation.
"I am really fed up now. Coming across the rats was the last straw," he said.
"I would have thought that would be enough for the council to take immediate action.
"I have a full bin and four bags. I would have had more, but I have driven to other council-owned bins to get rid of some of it.
While Mr Opie admits dumping rubbish at the Guildhall is an extreme measure, he feels it is the only way he can get his message across.
"I am at my wit's end and I will dump the rubbish at the Guildhall," he said.
"I know I will be committing some kind of offence but if that is the only way I can make my point, then so be it.
"Somebody at the council just isn't doing their job right."
Hull City Council admits there have been problems but insists the issues have now been rectified.
Adam McArthur, assistant head of service for waste, cleansing, grounds and parks, said: "Due to the change of use from business to residential, the property was not included on the schedule for bin collections.
"However, this has been resolved with Mr Opie and his bin will be collected today
