City council officials have hit back at figures released by the Taxpayers' Alliance showing the authority employed 270 staff earning more than £50,000 in 2011/12.
The TPA compared the Hull total with just 63 staff at the East Riding and 52 at North Lincolnshire Council. The data was compiled after the pressure group submitted identical Freedom of Information requests to all councils across the UK.
But, in a statement, the city council said comparisons were unfair as some authorities did not include education staff who provided services to schools and colleges. It also said Hull funded a number of joint posts, including the coroner.
"Taking all of this into account, a fair figure for all management posts paid at present above £50,000 is 63. This is competitive with neighbouring authorities and nowhere near the 270. The council is also examining management structures to see if further savings can be made," it said.
However, Hull-based TPA co-ordinator Andrew Allison said the council's own accounts for 2011/12 listed 270 "officers" on £50,000-plus salaries.
He said: "Either they are officers or education staff. Other councils' accounts differentiate between the two but Hull's do not."
