COMPUTER software problems have been blamed for parking ticket machines short-changing motorists in East Riding.
The new-look machines have recently been installed at pay-and-display sites operated by East Riding Council.
For the first time, they offer drivers the chance to pay for parking using debit and credit cards as well as cash.
However, some of the machines have developed faults leaving motorists without a ticket after they have paid.
Others do not accept full payments.
Now, council officials are to meet with the company that provided the machines to try to resolve the problems.
Speaking at a full council meeting, Councillor Chris Matthews, portfolio holder for transport, said: "It is very disappointing that we had these teething problems.
"I am not an expert when it comes to this type of technology, but I have been informed there appears to have been a problem with some of the software involved."
Cllr Matthews said the council had yet to pay for any of the machines because of the problems.
"Payment has been deferred until these initial technology problems are resolved," he said.
"Our traffic wardens are checking them on a daily basis to make sure they are working properly and I have arranged a meeting with the company, where I will express my disappointment at this, but these problems will be resolved."
He said the same machines were being used across the UK without any similar glitches being reported.
Councillor Barbara Jefferson, who represents Hornsea, said she had received a number of complaints from motorists after they had tried to use the new ticket machines in the town.
She said: "People are very upset about it all.
"From the council's point of view, there is also a concern about how we actually know whether the right money is being paid and how it is being accounted for.
"For the record, I would also like to say I still believe there should not be any charge for car parking."
