A new council report says 5,402 homes could be built in Hull over the next five years.
The forecast is part of a wider review of how much land is available for new house building in the city up to 2030.
Earlier this year, the council invited landowners to identify potential development sites for inclusion in the review.
The five-year supply includes sites with existing planning permission or where construction is already under way.
It also covers land where the council has earmarked future housing schemes with its development partners or social housing providers.
