Travellers have pitched up on playing fields at Pickering Park, west Hull.
Seven caravans arrived early on Monday and are set to remain until the weekend.
Ward councillor Pete Allen said: "We have decided to provide them with wheelie bins to dispose of any rubbish and asked them to use the public toilets at the park.
"We are taking steps to have them removed."
The latest arrival follows 14 caravans setting up on Dane Park fields, in Orchard Park, last Wednesday.
It is not known if they are part of the same group.
It follows a series of problems with travellers across the city during the summer months.
