HULL KR chairman Neil Hudgell has admitted his frustrations at the Robins' lack of consistency after watching his side suffer a damaging 38-18 defeat to Salford Red Devils.
Hudgell says improvements must be made if KR are to move forward as a Super League force.
Full-back Greg Eden became the fourth Rovers player this season to be dropped for a breach of club discipline rules, something which hasn't gone unnoticed by the Robins chairman.
"The bottom line is that we haven't got enough quality players which apply themselves consistently enough," Hudgell told BBC Radio Humberside.
"It's about getting the right people in, the right culture at the club, and Greg let us down this week.
"He can't stay out of the nightclubs of Hull when he shouldn't be in there. That's the fourth player this season.
"He may have helped us today if he were playing. But he wasn't playing for his own selfish reasons.
"It's trying to drill out of the club that culture and mind-set."
Rovers led 12-4 at the break thanks to tries from Josh Hodgson and Craig Hall, but a shocking second-half display at the KC Lightstream Stadium left KR's play-off hopes hanging in the balance.
"We were reasonably comfortable at half-time and maybe should have been further ahead," admitted Hudgell.
"I don't know if implode is necessarily the right word, we were never in the game in the second half.
"It's not my place to bag individuals and key moments but generally, I thought we were quite flat throughout the whole game.
"It was a game that would've really given us a decent position to move on for a place in the top eight. That's not gone, but it's a missed opportunity."
Despite the disappointment of the defeat, Hudgell confirmed the club had signed two new players for 2015, and have more up their sleeve.
"We've signed two players and we've got a couple more signings in the pipeline," he added.
"The hope and expectations is that they're going to enhance the playing group, because they need to. We're trying to improve what we've got."
