Proposals to re-use a number of former wholesale fruit warehouses in Humber Street will go before Hull city councillors next week.
The buildings have remained empty since fruit traders relocated to a new purpose-built complex at Priory Park five years ago.
While a number of new venues have opened along the street since then, the majority of buildings remain empty.
Now the city council is seeking to secure planning consent to convert a number of properties on either side of the street.
If approved, it would allow them to be used as shops, offices, restaurants, bars or art galleries.
The largest refurbishment scheme would see a group of buildings between Martin's Alley and Scott's Square on the north side of the street being transformed as part of a £1.5m facelift project.
