However, the latest bid is unlikely to be accepted by United, who are concerned that the 21-year-old won't get the game time at the KC Stadium to trigger the extra payments.
And rival club Wolves' position of 'no more bids' remains unchanged after having at least two bids rejected, the best of which was around £1.5m.
But that's prompted newly-promoted Leicester to come in with an offer of around £2m, according to the Daily Mail.

Stewart joined Leeds in January on loan until the end of the season, with a view to a permanent deal, but new United owner Massimo Cellino is trying to pull the plug on the deal, which is due to be formalised a week today on July 1.
The 23-year-old, who played 11 times for the Whites last season, started last season on loan at Charlton where he scored three times in 18 appearances.
The winger began his career at Manchester United, but never made a single appearance for the Premier League side and left to join Hull City in January 2011 after a successful loan spell.
A cruciate ligament injury in February that year kept Stewart out of action for nine months and when he returned from injury he fell out of favour with Steve Bruce. Since Bruce took over the reigns at the KC Stadium, Stewart has been loaned out to four different clubs.
The future remains bleak for Stewart, who has been left in the dark regarding his situation at Leeds United.Ferdinand finally makes a decisionRIO Ferdinand has finally agreed to join Queens Park Rangers on a free transfer, meaning the Tigers have missed out on an unlikely transfer swoop.talkSPORT are reporting that Harry Redknapp has swooped for the 35-year-old defender, and has taken a significant drop in wages to join Rangers - rumoured to be around £80,000.

The length and details of the Pearson's deal are not yet known, but he is known to have impressed the Foxes board after guiding the team back to the Premier League as Championship title winners.BBC Radio Leicester's Foxes correspondent Ian Stringer said: "News of Pearson committing his future to the club is a timely boost going into an important transfer window for the Foxes and will be welcomed with delight by Blues fans.
"Goalkeeper Kasper Schmeichel confessed Pearson's influence was key to him agreeing a new contract. This deal could lead to more signings at the King Power Stadium, including some of last season's key players."
Official confirmation from the club, after eight months of contract talks, is expected later this week.
Meanwhile, former Tigers midfielder John Schofield has been announced as the new assistant manger of Scunthorpe United.
The ex-Lincoln City manager was announced yesterday as Russ Wilcox's number two for the 2014/15 season.Steve Bruce: England Manager?
AND finally, could Steve Bruce be the next man to lead the England side? The Sun seems to think so.
Following the national side's diabolical showing in Brazil, bookies are already shortening the odds of a new boss replacing Roy Hodgson in the Three Lions hot seat.
And Bruce is quoted by the paper of his admiration for the post.
"If in around six-eight years there's an opportunity to work with the England squad, I would feel very honoured," he said.
I'm not a betting man, but I can't really see this happening.
