Hull City Council leader Steve Brady has warned the authority could face up to £50m worth of further cuts in central government funding over the next five years.
The council has already seen its budgets shrink by around £100m since the last General Election as a result of austerity measures implemented by the Coalition Government.
In his annual address to the council, Cllr Brady said he was disturbed by pledges from national politicians to continue the funding squeeze on local government over the next five years.
He said: "If this is allowed to happen, I wonder how on earth anyone can expect life to go on in the same vein because it cannot. It is ridiculous for other parties to suggest things can stay the same."
He said some council services were already "creaking and in danger of collapse" because of funding cuts and warned that some might have to be shelved altogether.
He also accused Communities Secretary Eric Pickles of "salivating over the prospect of destroying local government".
