A last-gasp Gareth Hock break threatened to spoil Rovers' day but his pass outside to Jake Mullaney went to ground, to leave both sides with a point.
Francis Meli opened the scoring in the 21st minute before Kris Welham and Kevin Larroyer replied to give Rovers a 10-4 lead at the break.
Salford levelled through Meli's second try before Neville Costigan restored KR's lead at 16-10.
Martin Gleeson scored to set up a tense finale as both sides tried to find the winning points to no avail.
