Humberside police and crime commissioner Matthew Grove will today be told why a fellow East Riding councillor should not be appointed as his deputy.
Members of the police and crime panel last week recommended Paul Robinson was not appointed to the £45,000-a-year role.
A statement issued by Councillor David Rudd, chairman of the panel, said members were concerned about the "capacity and experience" of Mr Robinson to dedicate enough time to the job.
Mr Grove, who said he was "astounded" by the decision, is expected to be given the panel's full reasons today.
As the panel has no powers to veto his choice, Mr Grove could decide to ignore members' recommendations and hire Mr Robinson.
He said: "Despite my frustrations, I made a commitment to the panel to carefully consider their decision and will therefore wait to receive their communication before making any further comment."
