A WOMAN from Hull is still driving despite having 31 penalty points. According to the latest figures from the DVLA the woman received the points for three cases of speeding and three of failing to give the identity of the owner. The 31 points came in a four-month period. The woman is third on a list of the top 20 licence points holders released by the DVLA. Simon Best, chief executive of road safety charity IAM, said: "It is really disappointing to see this issue has not yet been resolved. "DVLA and the Courts Service are upgrading their computer systems to ensure that offence information is shared more efficiently, but this is not due to be in place until October. When drivers with ten speeding offences are getting away with holding a licence, these improvements cannot come quickly enough." The person with the most points who still holds a licence is a woman from Isleworth. She accrued 42 points between May and December, 2012.
