THREE people have been fined after leaving properties they were responsible for in a horrendous state.
Hull City Council has clamped down on the mess in gardens and yards of properties in the Wellsted Street area of west Hull.
There has been a lot of investment, with many homes being refurbished in the area and empty properties being brought back into use.
Three people have now been prosecuted for allowing their properties to fall into an unacceptable state.
All of the prosecutions followed the residents failing to comply with a notice served under Section 80 of the Environmental Protection Act 1990.
Ward councillor Daren Hale has welcomed the fines.
He said: "We have put a lot of time and effort into tidying up this area.
"We need to make it clear we are not going let the area deteriorate to the state it was before.
"There are some very good landlords down the street and it is an area worthy of investment.
"Private landlords are doing a lot of work and we also have a programme of refurbishment."
Cllr Hale insists there is no reason for rubbish to build up.
He said: "There is no excuse with the amount of rubbish collection streams we have.
"We recently had a 'bring out your rubbish' day when we picked up anything left on the street free of charge.
"We are making a stand against this."
Raja Mohammed Lall Khan, of Rodney Close, Hull, was found guilty in his absence and fined £400. He also had to pay costs of £645 and a £40 victim surcharge.
The rear yard of the property he owns in Wellsted Street was full of rubbish, up to 5ft deep in some areas.
Dawn Smith, of Devonshire Villas, pleaded guilty to a breach of notice and was given a 12-month conditional discharge and ordered to pay £50 costs.
The prosecution relates to accumulation of waste and damage to fencing.
Simon Grossman, 42, of Craven Park Road, London, in relation to the property he owns in Albert Avenue, off Wellsted Street, was found guilty in his absence and fined £400. He was also ordered to pay £1,071.20 costs and £40 victim surcharge.
The prosecution relates to rubbish built up in the yard.
All three cases were heard at Hull Magistrates' Court earlier this month.
Wellsted is a priority area for the council's Neighbourhood Nuisance Team.
