Proposals for a new secondary school at the site of the former Boulevard rugby ground in west Hull are being recommended for approval by council planning officers.
The 600-place school will operate outside of local authority control after being given the go-ahead by Government ministers earlier this year.
The Boulevard Academy initially anticipates providing 120 places for students in its first year starting next September.
A planning application for the new school due to go before councillors next week also includes proposals for outdoor sports facilities and a memorial garden for relatives who scattered the ashes of loved ones at the former rugby ground when it was the home of Hull FC.
The development has attracted a handful of objections from people living near the site.
